EAM-55115 Equipment (A/S/P/C/EC) | Calibration & Test Points - do NOT allow Increment to be '0'

 Description 

1. Currently, the Increment field on the Calibration and Test Points tabs for Equipment screens allow '0' to be entered. This causes a problem on the Calibration tab for Work Order when the Device Reading is entered for the device and test point. The system will make sure the reading is evenly divisible by the increment value. If it is '0', the system gives an unhandled exception (see associated JIRA).

We need to change the existing validation of Increment on Calibration for Equipment, and Test Points for Equipment, tabs to NOT allow '0'.

2. UPGRADE CONSIDERATION: We need to clear existing Increment values that are '0' on Calibration tab for Equipment, Test Points tab for Equipment, and Calibration tab for Work Order (header and test point level for 'released', calibration work order) when upgrading to v11.7.1.

2. The upgrade consideration is also necessary on the Calibration tab for Work Order.
