EAM-55059 Work Orders | Additional Costs - Tool costs cannot be booked on same date

 Description 

In previous releases (before EAMv11.7) it was possible to book different Tool Costs on teh same date in the Additional Costs tab of the Work orders screen. When you do this in EAMv11.7, you'll get the error : "A record using this value already exists."

Steps to reproduce

- Go to Work Orders and query for any Released work orders with activities

- Open Additional Costs tab and enter Tool Costs on todays date. Save.

- Enter a second line of Tool Costs and use same date. Save and you'll get the error above.

Expected Result : like in previous versions, it should be possible to register different tool costs the same day.
