The Reshare Transmittal command is visible only for issued, offline transmittals.
On request, the administrator contacts the sender who then uses the Reshare Transmittal command available in the Actions 
menu of the transmittal object. The administrator or the sender will then email a
new link to the requester or inform the requester to use the same link.
