This functionality was removed in Update 23.
The admin user is delivered with Authorization Server by default, but you can create more users as required. These users are specific to managing the Authorization Server and are only used to control access to the server. They are not related to any specific application.

In your web browser, go to the Intergraph Authorization Server website:
http://[myserver.mydomain.com]/[mysitename]ConfigSvc/spfauthentication/

Log on as admin.

Click Users in the left toolbar, or click Go in the Users pane.

Click Add New User, and type the user name, password, email, and phone number.

Click Create.
By default, all users are created as administration users.
