Use Common Views to set the view to the left corner isometric as shown below, and then Fit the view.

Zoom in around the free end of the pipe as shown below.

Click Insert > Construction Graphics.

Select More from the System list, and select a parent folder for the construction graphics. For example, expand A2>U01>Construction Graphics and select the Equipment system folder.

Click Circle .

Select By Center from the Draw list.

Type a name, such as Vertical_Vessel, in the Name box.

Define the center point at the base of the vessel using the PinPoint Ribbon.
Type 19 ft in the East box.
Type 29 ft in the North box.
Type 0 in the Elevation box.

Left click in the graphic view to define the center point of the circle.

Select Plan Plane from the Plane list to keep the circle planar regardless of the point you use to define the radius.

Select the end of the pipe to set the radius and place the circle.

Close the Construction Graphics command.

Review the Workspace Explorer to verify that the construction graphics are in the appropriate system folders.
