On the Draw toolbar, select Point Command

Click to place a point.
Instead of selecting to place the point, you can type values in the coordinate boxes
on the ribbon. You can also use a combination of graphic and ribbon bar input. The
coordinate origin is located at the bottom left corner of the window.
