This process allows procurement to do negotiation at a time when engineering is not yet able to issue a final requisition. This is especially helpful when engineering needs technical and commercial information from the bid for their further engineering process. Since not only commercial evaluation but also technical evaluation can be performed during this awarding process, it offers a very effective way of collaboration between engineering and purchasing department on the one hand, and the bidders on the other hand.
