Valid values: Active and Inactive.

If the value is set to Active, both Other Costs screens in the Inquiries module in the Smart Materials Portal do not allow to change the other cost descriptions and short descriptions.

If the value is set to Inactive, the other cost descriptions and short descriptions are editable.
