List of Values: E, N (default), and Y.

If set to E, the supplement planning is enforced on Planning > Requisitions page, and the software ensures that at least one supplement plan exists for each planned requisition.

If set to Y, you can do the supplement planning if needed. You can plan supplements for all the requisitions at a time or one by one also.
