This project default controls if the package quantity can be greater than the item shipment quantity.
This project default setting is also considered for the Package indicator on the Expediting > Inspection and Shipping Releases > Release Notes page. Depending on the setting of the project default, the total quantity in the packages must either match exactly the release note quantities or may exceed the release note quantities for the release note to be regarded as being packed completely.

Available values: Y and N (default).

If set to N, the quantity that can be placed on a package is limited by the item shipment quantity and the release note quantity respectively.
