The issue status can be defined on the Issue Status screen.
The issue status can be considered a progress indicator or material history value. Example for an issue status definition:

The issue status has a code, the sequence number, which must be in ascending order. The sequence number is used in the "Best Quantity" functionality.
If the Use on Site check box is checked, BOM positions must have this issue status to be selected during forecast or reservation runs.
The issue status is used on the Maintain BOM screens to indicate the progress of material input in BOMs.
