Taking a workflow off hold restarts the workflow at the point it was stopped.

Right-click an object, and click Workflow > Take Workflow Off Hold.
Remaining steps are added to each user’s To Do List and the workflow continues.
Any message to the next step from before the workflow was put on hold is not carried
forward.
