This solution applies to Windows Server installations where the Oracle 64-bit client has been installed on the application server.

Problem

After installing the 64-bit Oracle client software on a Windows Server application server, you receive an Oracle error, "Unable to connect to the database" on trying to test your connection.

Solution

After installing the 64-bit Oracle client on Windows Server, the server must be rebooted.
