Owning groups can be configured to restrict access to data in many ways, and you must define a plan about how to control users' access to data. Access groups are used to control the users' level of access to the system, such as Document Update, Workflow Administration. Owning groups are used to manage access to different sets of data in those groups. Owning groups are often configured to represent engineering disciplines, departments, and so on.
