When this checkbox is selected, the added IndustraForm can only be saved and the cell's section can only be submitted when the cell has been completed. For example, an added permit can only be saved when all of the Never Blank cells have been completed in the Description of the Work section.
The following checkbox appears on forms that were created before the Never Blank option was available. It is enabled by default to maintain legacy behavior, disable it to use full Never Blank functionality.

Legacy Required Behavior - When this is selected, a Never Blank component only prevents the creation of an IndustraForm entry if it is visible, in an enabled section, and placed before the first submit button.
The Legacy Required Behavior checkbox will disappear if you disable it and only normal Never Blank functionality will be available going forward.
