Top Level Section Notes Mode
Determines where the Add a note or flag button and the user-entered notes and flags are displayed.
Footer (default) - The Add a note or flag button is displayed at the bottom of each section. The notes and flags appear above this button.
Inline – The Add a note or flag 
button is displayed in the section header bar of each section. The notes and flags
appear in the section header bar.
