To create a new project:

Open Microsoft Visual Studio.

Click File > New > Project.

On the New Project dialog box, navigate to Installed > Templates > Visual Basic and select Class Library template.

Type a name in the Name box.

In the Location box, click Browse to select the location to store the project.

Select the solution from Solution list.

Type a solution name in the Solution name box to create a project in a new solution.
-
Click OK.
