Problem

Annotations change to a draft image if you download a file containing stamp, symbol, or image annotations into Adobe Acrobat with Markups as comments selected and you rotate the annotations.

Cause

This is an Adobe Acrobat limitation.

Solution

Rotate the annotations using the viewer before you download the file with markups into Adobe Acrobat.
