Meaning: The rule RestrictSupportsOnNonWorkingRoutes is set to 0 by default. When the rule value is set to 1, you can only place or delete supports if the Approval State of the feature, run, or pipeline is set to Working. This rule applies to conduits, cable trays, pipes, and HVAC. This rule is applicable for native supports placed on either Smart Interop or native routes.

Recovery: Set the rule value to 0. Alternatively, change the approval status of the non-working supported objects to working, and then update the To Do List.
