Open a <unit> in the target plant.

In the Reference Explorer, expand the Hook-Up Item Libraries folder.

Right-click the library that has been set as the active item library in another <plant>.
Because you can only set one library as the active item library for a specific <plant>,
the Hook-Up Item Libraries folder does not indicate any active item libraries specified for other <plants>.

On the shortcut menu, select Actions > Set As Active item Library and change the library icon from
to 
.

Repeat this procedure for every plant to which you want to assign the same active item library.
